Abstract

Available funding for skills and lifelong learning (LLL) often does not reach informal economy workers, and improving the quality and relevance of skills acquired by such workers requires major financing reforms. This chapter will explore the various mechanisms used to finance skills in the informal sector, including private financing (by individuals and informal enterprises) of their own skills development; public-, NGO-, and donor-financed mechanisms targeting individuals and social groups in the informal economy; public-, NGO-, and donor-financed mechanisms targeting training providers and other intermediaries that, in turn, offer skills training to workers in the informal economy; and the use of training funds in financing skills and LLL in the informal economy. © 2025 selection and editorial matter, Lesley Powell, Adam Cooper, Trent Brown and Simon McGrath; individual chapters, the contributors.
