Over thirty published and unpublished analyses of the cost-effectiveness of vocational training in the United Kingdom from 1965 to 1980 are surveyed. The emphasis is not on situation-specific conclusions but on methodological developments in costing, in assessing effectiveness, and in procedures for relating, interpreting, and presenting evidence on the costs and effectiveness of training. The state of the art suggests that these analyses should be treated as conditional information summaries rather than categorical guides to investment. © 1982.
