Work-based learning is seen as an essential element of vocational and professional courses. However, empirical proof for the effectiveness of work-based learning in terms of learning outcomes is scarce. Scientific literature (both international and Dutch) is descriptive and theoretical, resulting in fragmented empirical evidence. Cooperation between college and practice turns out to be a crucial factor. The research tradition around work-based learning in professional and vocational courses should turn towards designbased research. New concepts for the design of work-based learning, such as hybrid and simulated learning environments, offer new challenges for research and practice. This article presents a design project on the development of a learning department for nursing and care courses. First results deliver a 'route planner' for further developmental research work.
